The People have no objection against the scheme of raising foreign loans. Those who have spread rumours to excite opposition against the scheme with a view to acquisition of gain for them-

-selves have indeed neglected the welfare of the people and are in

reality enemies of the whole nation; why should they still be treat-

ed as subjects of the Republic? The many concessions that have

been made by the Central Government since the glorious restoration

of the nation are due to the fact that the Central Government is

but a provisional one and no proper limits have been defined as regards its power, with the result that many storms of trouble have arisen and the nation involved in great danger. Indeed those who have been invested with the responsibility of the nation should properly fulfil their duty and regard the business of the nation as their own. We hope you will elect the proper president without delay, that so the minds of the people may be pacified. Since His Excellency Yuen is the only man who has long enjoyed a high reputation and is very popular with the Chinese and foreigners, nobody else can be qualified for the Presidency. On the account of the many obstacles in the way of the Republic, our eyes are filled with trears when we send this message.
